DSCR and fix and flip loans in Chandler, Arizona
Chandler draws both rental buyers and renovation investors, and two city rules catch people off guard: the short-term rental license calendar and who can pull permits on a rental. I'm Dan Friel with Barrett Financial Group. I shop DSCR and fix and flip programs from wholesale lenders and check each Chandler property against those rules.
I’m licensed in 11 states. Outside them, I’ll connect you with a Barrett loan officer licensed in your state.
How do DSCR and fix and flip loans work for Chandler properties?
A Chandler DSCR loan looks at whether the rent the appraiser supports covers the property's monthly housing cost, so your personal income plays a smaller role. A Chandler fix and flip loan weighs the purchase price, rehab budget, after-repair value, your experience and your exit. Programs differ by lender, and I compare them.
Chandler rules investors run into
Chandler requires a short-term rental license for each vacation rental, separate from the state TPT license. The city lists the steps in order: a TPT license from the Arizona Department of Revenue, rental registration with Maricopa County, neighbor notification under Chapter 22 of the city code, the city application, an emergency contact posted inside the unit, and state and city license numbers in every ad. The license runs on the city's fiscal year and expires June 30, the first year's fee is prorated by quarter, and the city says review normally takes seven business days once an application is complete (City of Chandler: Short-Term Rental).
Chandler's Homeowner Building Permit Manual has a line every rental investor should read. If you own a home that you lease or rent to others, a licensed contractor is required to obtain a permit. The manual also says plans in an HOA subdivision should be approved by the association before you apply to the city, and that permit fees are doubled for building without a permit (City of Chandler: Homeowner Building Permit Manual). Budget licensed labor on any Chandler rehab you plan to rent.
Census QuickFacts shows Chandler's owner-occupied housing unit rate at 65.0% and median gross rent at $1,902 for 2020 to 2024 (U.S. Census Bureau QuickFacts: Chandler city). Use it as background. The appraiser's rent schedule for your specific home is what the lender reads.
Chandler rentals register with the Maricopa County Assessor, as state law requires for residential rental property (A.R.S. 33-1902). The city's STR page also sends owners to the Assessor's address and map search to find the neighbors who must be notified.
How a Chandler DSCR loan sizes up the rent
The first question on a DSCR file is whether the property pays its own way. An appraiser completes a rent schedule along with the value, and the lender compares the rent it will use with principal, interest, property tax, insurance and HOA dues. If a lease is already in place, some lenders will consider it next to the appraisal.
If the Chandler home is in an HOA, dues and community fees go into that math, and a short-term rental plan adds the license steps above. Lenders differ on whether they count short-term income at all. I sort that out before the appraisal is ordered, because the method the lender uses changes what the appraiser is asked to report.
Fix and flip review on a Chandler house
- Price: the contract, plus the assignment if a wholesaler is involved.
- Budget: line items tied to licensed contractor bids, with each permit identified.
- After-repair value: supported by sold homes, not by the list price you hope for.
- Track record: completed flips or rentals, with dates and settlement statements.
- Exit: a resale plan with realistic selling costs, or a DSCR refinance.
Because the manual requires a licensed contractor to pull permits on a rental, a buy and hold rehab in Chandler can carry a different labor budget than a remodel an owner does on the house they live in. Price that in before the offer, and keep the bids. Lenders ask for them.
Selling or holding a finished Chandler property
Selling a finished home means carrying costs until the buyer closes. Keeping it means a lease and a refinance. Lenders handle a refinance after rehab with their own seasoning rules, so I check those before you buy, and the DSCR calculator helps you test the rent. If you are also weighing a home for yourself, my Chandler mortgage broker page covers owner-occupied loans.
Documents that speed up a Chandler review
- Contract or listing, and the assignment if there is one
- Licensed contractor bids and a schedule
- HOA contact, dues and any architectural approvals
- Lease and rent ledger for an occupied rental
- Entity documents and asset statements

Chandler investor loan questions
When does a Chandler short-term rental license expire?
On June 30 each year. Chandler licenses follow the city's fiscal year, the first-year fee is prorated by quarter, and renewals are due by the last business day in June.
Can I do the rehab work myself on a Chandler rental?
Chandler's homeowner permit manual says a licensed contractor is required to obtain a permit on a home you lease or rent to others. Plan on licensed labor for permitted work on a rental.
What do lenders need for a Chandler DSCR loan?
Expect the contract or mortgage statement, a lease if one exists, insurance and HOA details, entity documents if you buy in an LLC, and statements for closing funds and reserves. The appraisal and rent schedule are ordered during the loan.
