DSCR and fix and flip loans in Phoenix, AZ
Phoenix counted 1,608,139 residents at the 2020 Census, and the city's own rules shape how a rental or a flip pencils out. I'm Dan Friel, a mortgage broker with Barrett Financial Group. I shop DSCR loans for rentals and fix and flip financing for rehab projects with wholesale lenders, then help you line up what each lender asks for.
I’m licensed in 11 states. Outside them, I’ll connect you with a Barrett loan officer licensed in your state.
How do DSCR and fix and flip loans work in Phoenix?
A DSCR loan in Phoenix qualifies a rental mainly on the rent the appraiser supports for that property, not on your W-2 income. A fix and flip loan in Phoenix is built around the purchase price, the rehab budget and the value after repairs. Lender rules vary, so I compare programs for each deal.
What Phoenix rules change the math?
If the plan is a short-term rental, Phoenix requires a city permit for every STR property, applied for through the Planning and Development Department's SHAPE PHX portal. The city lists a $250 fee for each initial permit and each renewal, an Arizona TPT license, an updated rental status with the Maricopa County Assessor, and a notice sent by certified mail to neighboring properties. Since April 4, 2026, a property with an accessory dwelling unit that received its certificate of occupancy on or after September 14, 2024 needs a notarized attestation that the owner will live on the same property (City of Phoenix: Short-Term Rental Registry). That one rule can end a casita rental plan before it starts, so I ask about it on every Phoenix STR file.
Every Phoenix rental also has to be registered with the Maricopa County Assessor, which state law requires for residential rental property (A.R.S. 33-1902). The Assessor explains that a home rented to non-family tenants is legal Class 4.2, and that Class 4.2 rentals do not qualify for the State Aid to Education Tax Credit, which can raise the tax bill (Maricopa County Assessor: Residential Rental Registration). Use the rental tax figure, not the seller's owner-occupied bill, when you test rent against the housing cost.
For a flip, the city says residential construction permits are needed when existing homes are remodeled or added onto. Its examples include garage or carport construction or conversion, porch enclosures, demolition, patio covers and fences or walls. When a lot needs grading and drainage or hillside permits, those must be issued before the building permit (City of Phoenix: Residential Additions and Remodels). Draw inspectors look for permitted work, so put the permit path in both the budget and the calendar.
Census QuickFacts puts the Phoenix owner-occupied housing unit rate at 57.3% and median gross rent at $1,582 for 2020 to 2024 (U.S. Census Bureau QuickFacts: Phoenix city). That is a citywide median. The appraiser will look at rents near your address, so treat it as background, not a forecast. Valley Metro light rail serves Phoenix, Tempe and Mesa (Valley Metro: How to Ride), which is worth knowing when you compare rentals along the line with rentals far from it.
How a Phoenix DSCR loan qualifies
With a DSCR loan the lender looks at the property first. The appraiser completes a rent schedule that estimates market rent for the home, and the lender compares the rent it accepts with the full monthly housing cost: principal, interest, taxes, insurance and any HOA dues. Your job income usually stays out of that math.
Phoenix covers a huge range of housing, so the rent schedule depends on which comparable rentals the appraiser uses. A signed lease can help, but the lender decides which number counts. Wholesale lenders also set their own standards for coverage, reserves, credit and property types, and those standards differ from one lender to the next. That spread is the reason I shop a file instead of sending it to one place.
Many DSCR lenders let an LLC hold title, usually with a personal guaranty from the owners. If you plan to buy in an entity, tell me before the contract is written so the purchase contract, title and loan all name the same buyer.
What fix and flip lenders look at on a Phoenix project
- Purchase price. What you are paying, and whether the contract is an assignment from a wholesaler. Lenders want both contracts when one is.
- Rehab budget. A line-item scope tied to contractor bids, with the city permits the work needs.
- After-repair value. The value an appraiser supports for the finished home based on nearby sales, which may differ from your target list price.
- Experience. Past projects with purchase and sale records. Some lenders work with first-time investors and review them more closely.
- Exit plan. Sell the finished house, or refinance into a DSCR loan once it is done and leased.
Most rehab money is released in draws after an inspector confirms completed work. In Phoenix, a stalled permit stalls the draw, and every extra week is another week of holding costs. Build that time into the budget before you commit.
Flip, then rent: the Phoenix refinance path
Some investors buy a Phoenix house with rehab financing and then keep it. Once the work is finished and a tenant is in place, a DSCR refinance can replace the rehab loan. Each lender sets its own seasoning and documentation rules for that refinance, so I check them before you buy, not after the paint dries. Run the expected rent through the DSCR calculator early to see whether the hold plan works.
What should you send me first?
- The listing or address and the contract, if you have one
- Your rehab scope and contractor bids, or the current lease on a rental
- How you plan to hold title, personally or in an LLC
- A list of properties you own or have renovated
- Recent statements for the cash you plan to use

Phoenix investor loan questions
Do I need a Phoenix permit to run a short-term rental?
Yes. Phoenix requires a short-term rental permit for each property, applied for through SHAPE PHX, along with an Arizona TPT license and an updated rental status with the Maricopa County Assessor. Check the ADU owner-residence rule if the property has a casita.
Can a DSCR loan use short-term rental income in Phoenix?
Some lenders consider it when their program allows it and the property has its city permit plus the history or projection method they accept. Others use only long-term market rent from the appraisal. I check which approach fits before the appraisal is ordered.
Can a first-time flipper use a fix and flip loan in Phoenix?
Some wholesale lenders work with first-time investors, though they tend to look harder at the contractor, the budget and the cash you keep in reserve. A detailed scope and real bids make the file easier to review.
Does Dan lend the money?
No. I'm a mortgage broker with Barrett Financial Group. I compare loan programs from wholesale lenders, and the lender you choose underwrites and funds the loan.
