DSCR and fix and flip loans in Buckeye, AZ

Buckeye's growth runs straight into Arizona water law, and that shapes which properties make sense for a rental or a rehab. I'm Dan Friel, a broker with Barrett Financial Group. I compare DSCR and fix and flip programs from wholesale lenders for Buckeye properties.

How do DSCR and fix and flip loans work in Buckeye?

A Buckeye DSCR loan qualifies a rental mainly on the market rent from the appraiser's rent schedule, compared with the monthly housing cost, rather than your personal income. A Buckeye fix and flip loan weighs the purchase price, rehab budget, after-repair value, experience and exit. Programs and property eligibility vary by lender.

Buckeye water and county facts investors should know

In January 2023, the Arizona Department of Water Resources released a groundwater model for the Hassayampa sub-basin, an area west of the White Tank Mountains and northwest of Phoenix where several large master-planned communities are proposed. ADWR found 4.4 million acre-feet of unmet groundwater demand over 100 years and said that means it cannot approve subdivisions in the area that intend to rely on groundwater (ADWR: Hassayampa groundwater model). ADWR's technical memo for the model lists the Buckeye Tartesso Water Reclamation Facility among storage facilities in the Lower Hassayampa Sub-basin (ADWR technical memorandum, January 2023), so parts of Buckeye sit inside that model area.

Buckeye is also lining up supply. ADWR has determined that Buckeye's application to transport groundwater from the Harquahala Irrigation Non-Expansion Area meets state requirements, allowing up to 5,926 acre-feet a year for up to 110 years, capped at 592,592 acre-feet, for use in Buckeye's service area (ADWR: Harquahala groundwater transportation determination). Buckeye does not appear on ADWR's list of designated providers dated March 13, 2026 (ADWR: List of Designated Providers). For an investor, the practical step is simple: on a lot or a home in a community still being platted, ask the developer how its assured water supply was established.

Buckeye is in Maricopa County, so rentals register with the Maricopa County Assessor under A.R.S. 33-1902. The Assessor explains that a registered rental with non-family tenants is Class 4.2 and does not qualify for the State Aid to Education Tax Credit, so the tax bill on a rental can run higher than an estimate based on an owner living there.

Census QuickFacts counts 50,876 Buckeye residents in 2010 and 91,502 in 2020, with an owner-occupied housing unit rate of 86.0% and median gross rent of $1,963 for 2020 to 2024 (U.S. Census Bureau QuickFacts: Buckeye city). With most homes owner-occupied, the appraiser may lean on a small set of rent comparables, so a signed lease or a well-supported rent estimate carries extra weight.

DSCR loans for Buckeye rentals

A newer Buckeye home in an HOA community adds dues and leasing rules to the review. The appraiser's rent schedule sets market rent, and the lender compares it with principal, interest, taxes, insurance and dues. Make sure the tax estimate reflects rental status.

Buying a new build to rent? Some lenders treat a brand-new home with no rental history the same as any other purchase and lean on the appraiser's rent estimate. Others have extra rules for builder purchases or communities still under construction. I check which lenders fit the specific community before you sign with the builder.

What Buckeye flip lenders review

  • Purchase price and contract, plus any assignment.
  • Rehab budget by line item, with bids and the permits each item needs.
  • After-repair value drawn from sales the appraiser considers comparable, which in Buckeye may include a lot of new construction.
  • Experience with past projects and the contractor you will use.
  • Exit: sell to a retail buyer, or refinance into a DSCR loan and rent.

New construction nearby competes with a finished flip for the same buyers, so a resale plan should account for builder incentives on the next street over. A DSCR refinance gives you a second exit when the rent supports it.

Keeping a Buckeye property as a rental

If you plan to keep the home, set up the hold before you buy. Confirm the HOA's leasing rules, get a rental tax estimate, and run the rent through the DSCR calculator. I can also tell you which lenders handle a refinance after rehab and what seasoning they ask for.

Bring this to a Buckeye conversation

  • Address or community name and the contract
  • Builder documents if it is new construction
  • Scope, bids and timeline for a rehab
  • HOA dues and leasing rules
  • Asset statements for closing and reserves

Buckeye investor loan questions

Does ADWR's Hassayampa finding affect an existing Buckeye home?

ADWR's finding addresses new subdivisions that intend to rely on groundwater. For an existing home, the DSCR or flip review centers on rent, value, HOA rules and taxes. For lots and communities still being planned, ask the developer how the water supply was established.

Do Buckeye rentals have to be registered?

Yes. Arizona law requires residential rentals to be registered with the county assessor, and Buckeye is in Maricopa County. The Maricopa County Assessor accepts registrations online or on paper.

Can I use a DSCR loan on a new build in Buckeye?

Some DSCR lenders will finance a new build as a rental using the appraiser's market rent, and others add rules for builder purchases. I check the community and lender fit before you sign the builder contract.

Is Dan the lender for Buckeye loans?
