DSCR and fix and flip loans in Tempe, AZ
More Tempe homes are rented than owned, by Census estimates, and the city is served by both light rail and a streetcar line. I'm Dan Friel, a broker with Barrett Financial Group. I compare DSCR loans for Tempe rentals and fix and flip financing for Tempe rehabs from wholesale lenders.

How do DSCR and fix and flip loans work in Tempe?
A Tempe DSCR loan qualifies the property on the market rent shown in the appraiser's rent schedule, measured against the monthly housing cost, so personal income matters less. A Tempe fix and flip loan is sized around the purchase price, rehab scope and after-repair value, and lenders also weigh your experience and exit plan.
Tempe facts that matter to an investor
Census QuickFacts estimates Tempe's owner-occupied housing unit rate at 42.3% for 2020 to 2024, with median gross rent of $1,743 (U.S. Census Bureau QuickFacts: Tempe city). Put plainly, renters occupy more Tempe homes than owners do. That usually gives an appraiser more rental comparables to work with than a mostly owner-occupied suburb, though rent still varies a lot from one neighborhood to the next.
Valley Metro light rail serves Mesa, Phoenix and Tempe, and the streetcar adds 14 stops along a three-mile route (Valley Metro: How to Ride). The Tempe Streetcar runs on Mill and Ash avenues from Rio Salado Parkway to Apache Boulevard, sharing the road with traffic, and Valley Metro describes it as serving a downtown core of residents, businesses and students (Valley Metro: Tempe Streetcar). Keep that in mind when you compare rents near the line with rents a few miles away.
ADWR's list dated March 13, 2026 names the City of Tempe as a designated provider with an assured water supply in the Phoenix Active Management Area (ADWR: List of Designated Providers). For an investor looking at infill or new construction, that helps, though any new development still needs a written commitment of service from the provider.
Tempe rentals register with the Maricopa County Assessor under state law. Short-term rentals fall under A.R.S. 9-500.39, which bars an outright ban but lets a city require a local permit or license, an emergency contact and neighbor notice. Check the City of Tempe's current short-term rental license rules and your HOA documents before you plan on nightly income.
DSCR loans on Tempe rentals
Tempe rentals include single-family homes, condos and townhomes, and lenders treat each property type a little differently. A condo can trigger a project review that covers the association's budget, insurance and any litigation, and some lenders will not finance certain projects at all. I check the project early so you are not surprised after the appraisal.
The core math stays the same. The appraiser estimates market rent on a rent schedule, and the lender measures that rent against principal, interest, taxes, insurance and dues. If a Tempe home is leased by the room or on shorter cycles, expect lenders to read those leases differently. Tell me how the home is rented before we pick a program.
Rehab financing for a Tempe property
- What you are paying, and the condition you are buying the house in.
- A rehab budget that separates permitted work from cosmetic work, backed by contractor bids.
- An after-repair value the appraiser supports from nearby sales.
- Your past projects, or the experience of the contractor you bring.
- The exit: a resale, or a DSCR refinance into a long-term rental.
With renters filling most Tempe homes, some flippers keep a second exit in their back pocket. If a sale runs slower than planned, a rental refinance may keep the project on track, provided the finished home's rent supports it and the lender's seasoning rules are met. Test that path in the DSCR calculator before you close.
Before you call about a Tempe property
- Address or listing, and whether it is a condo, townhome or house
- Current lease details, especially if rooms are leased separately
- Your scope and bids for a rehab
- Vesting plan and entity papers
- Proof of funds for closing and reserves

Tempe investor loan questions
Can I finance a Tempe condo with a DSCR loan?
Some DSCR lenders finance condos, subject to a review of the project's budget, insurance, litigation and rental rules. Others limit certain projects. I check the project before you go under contract when I can.
Do I need to register a Tempe rental with the county?
Yes. Arizona law requires residential rental property to be registered with the county assessor. Tempe is in Maricopa County, and the Maricopa County Assessor takes registrations online or on a paper form.
Can room-by-room leases count toward a DSCR loan?
The lender uses the rent it accepts, usually the appraiser's market rent or a qualifying lease. Room-by-room leases and short lease cycles are read differently by different lenders, so tell me how the home is leased up front.
